MOQ means minimum order quantity: the smallest quantity a provider is prepared to produce or supply under a specified offer. It is a commercial condition, not a universal minimum for every packaging type.
Ask what the quoted MOQ applies to: one structure, size, material, artwork design, colour version, or purchase order. Also ask whether the quantity changes when printing, finishes, tooling, or packing choices change. If you have several SKUs, do not assume their quantities can always be combined to meet one minimum.
For an early RFQ, share your estimated first order and possible repeat volume, then request realistic price breaks.
